Three CBP Actions Taking Effect in July 2026

Three separate CBP notices published on July 1, 2026 affect ACE filers, tariff classification, and quota management. Here is what each means for your operations.

New ACE Cargo Release Error Code 333: Inactive Importer of Record

CBP has added Cargo Release Condition Code 333 — IMPORTER OF RECORD INACTIVE FOR ENTRY to its official code list. This code is tied to the rollout of the Inactive for Entry Purposes Status for Importer Records Following Entry Filing Activity initiative.

If an importer of record's account has been flagged as inactive, entries filed under that IOR will generate a Code 333 condition, preventing release. Customs brokers should verify client IOR status in ACE before the July 14 production cutover to avoid unexpected cargo holds. Importers that have not filed entries for an extended period are most at risk.

Spring 2026 HTS Updates: Harmonized System Update 2614

HSU 2614, created June 30, 2026, delivers the Spring 2026 Section 484(f) HTS Updates into ACE. The update contains:

The 484(f) Committee reviews the Harmonized Tariff Schedule for accuracy and consistency; its Spring 2026 approved change list drives this update. Classification teams should review the 484(f) Committee's Spring 2026 Approved List of Changes to identify any HTS codes relevant to their commodity portfolios and update internal tariff databases accordingly. 2026 Tuna Tariff-Rate Quota: Final Restraint Limit and Proration Published

CBP has published Quota Bulletin 26-214, setting the final restraint limit and proration methodology for the 2026 tuna tariff-rate quota. The bulletin covers tuna classifiable under HTSUS subheading 1604.14.22, as established by the Federal Register notice titled Tuna Tariff-Rate Quota for Calendar Year 2026.

Importers of canned or prepared tuna under this subheading should review the bulletin for the exact restraint quantity and any proration instructions that apply when quota fills. Late review of quota bulletins can result in unexpected over-quota duty liability.

Action Checklist

  1. Confirm all active importer of record accounts are in good standing in ACE before July 14, 2026.
  2. Cross-reference the Spring 2026 484(f) approved changes against your commodity HTS codes and update filing templates.
  3. If you import tuna under 1604.14.22, pull Quota Bulletin 26-214 and factor the proration limit into purchase and shipment planning for the remainder of 2026.
