CBP ACE Updates: IEEPA Refunds, Auto Parts Duty Offset & New Error Codes

CBP issued a cluster of ACE system changes and trade-compliance guidance between June 29 and July 1, 2026. Here is what importers, brokers, and compliance managers need to action immediately.

CAPE Now Accepts Reconciliation Entries for IEEPA Refunds

CBP has deployed enhancements to the Consolidated Administration and Processing of Entries (CAPE) application in the ACE Secure Data Portal. Importers and authorized customs brokers can now include entries flagged for reconciliation (entry types 01, 02, and 06) in their CAPE declarations when seeking IEEPA duty refunds. If you have open reconciliation entries that may qualify for a refund, log into the ACE Portal and review your CAPE filing options under the updated workflow. (CSMS # 69066837)

Section 232 Duty Offset Guidance for Auto and MHDV Parts Updated

CBP updated its guidance on the import adjustment offset for Section 232 duties on automobile parts and, for the first time, on medium and heavy-duty vehicle (MHDV) parts. The underlying authority traces to the March 26, 2025 presidential proclamation. Importers of covered auto or MHDV parts should review CSMS # 69087399 carefully to confirm they are calculating and claiming the correct offset amount. Misapplying — or missing — this offset could result in overpayment or a post-entry correction.

New Fatal ACE Error F876: Dutiable Auto Parts + Dutiable MHDV HTS on the Same Line

An updated ACE CATAIR Error Dictionary (v49) has been posted to CBP.gov. It introduces a new fatal validation error:

Brokers should audit entry templates and ABI transaction rules now to prevent rejections at filing. The updated dictionary is available under the Supporting Documents: Documentation for Entry Summary Chapters section on CBP.gov.

New Cargo Release Condition Code 333: Importer of Record Inactive for Entry

CBP added error code 333 — IMPORTER OF RECORD INACTIVE FOR ENTRY to the Cargo Release Condition Codes document. This code supports the forthcoming deployment of the Inactive for Entry Purposes Status for Importer Records feature. The change hits the ACE Certification environment on June 30, 2026 and the Production environment on July 14, 2026. Brokers should ensure that all importer-of-record accounts they file under are active and in good standing before the Production deployment date to avoid cargo-release failures.

Spring 2026 HTS Updates: HSU 2614 Contains 310 Tariff Record Changes

Harmonized System Update (HSU) 2614, created June 30, 2026, contains 310 harmonized tariff records and 1,287 ABI records reflecting the Spring 2026 Section 484(f) HTS updates. Compliance teams should pull the updated tariff file and validate that any affected HTS numbers in their product libraries are corrected before filing entries. Questions on the 484(f) changes can be directed to 484f@usitc.gov.

2026 Tuna Tariff-Rate Quota Final Restraint Limit Published

CBP published Quota Bulletin 26-214, setting the 2026 final restraint limit and proration schedule for tuna classifiable under HTSUS subheading 1604.14.22. Importers of canned or processed tuna should review the bulletin to understand remaining quota availability and proration factors before submitting additional entries.


Bottom line: July 2026 brings meaningful ACE system changes that affect entry filing logic, importer-of-record status checks, IEEPA refund claims, and HTS classification. Build time now to test against updated Certification-environment rules before they reach Production.
