ACE CATAIR PGA Message Set Updated: New CP4 Qualifier Code for CPSC eFiling

What Changed in the ACE CATAIR PGA Message Set

U.S. Customs and Border Protection (CBP) issued CSMS #69166973 on July 7, 2026, announcing an update to the ACE CATAIR PGA Message Set. The updated document is available on the CBP website.

The New CP4 Qualifier Code

The sole change in this update is the addition of one new qualifier code:

CP4 has been added to the PG60 record and is valid only under the parent record PG19. The code was created specifically to support Consumer Product Safety Commission (CPSC) eFiling, but CBP notes that all Partner Government Agencies (PGAs) may adopt it in the future if applicable.

What Filers Need to Do

If you or your technology provider submits PGA message sets through ACE, review the updated CATAIR documentation to determine whether CP4 applies to your CPSC filings. Key action items:

  1. Download the revised PGA Message Set from the CBP guidance page at cbp.gov/document/guidance/pga-message-set.
  2. Confirm with your ABI software vendor or in-house development team that the CP4 qualifier is correctly mapped to PG60 records nested under PG19.
  3. If you file CPSC-regulated consumer products, assess whether component part descriptions are required for your entries and begin incorporating CP4 accordingly.

Broader Implications

Because CBP has explicitly left CP4 open for other PGAs, this qualifier may eventually appear in filing requirements beyond CPSC. Trade-compliance managers should monitor future CSMS notices for any PGA-specific guidance that references CP4.
