CBP's Harmonized System Update 2625, published September 29, 2026, pushes 57 harmonized tariff records and 304 ABI records into ACE. The update touches three distinct areas: Section 232 pharmaceutical duty codes, corrected pork checkoff assessment rates, and new Consumer Product Safety Commission PGA flags on specific HTS lines.

What HSU 2625 changes

HSU 2625 is a mid-cycle tariff table update distributed through CBP's Automated Broker Interface (ABI). Updates of this type modify the HTS records that ACE uses to calculate duties, route entries to partner government agencies (PGAs), and validate classification at the time of filing. Brokers and trade-management systems that maintain local HTS tables must ingest HSU 2625 to stay synchronized with CBP's live data.

Section 232 pharmaceutical tariff records

The largest component of HSU 2625 is a set of Section 232 Pharmaceutical updates, consistent with the Section 232 action on pharmaceutical products. CBP points filers to CSMS 70054007 for the full scope of those pharmaceutical provisions. Importers of pharmaceutical products, active pharmaceutical ingredients (APIs), and related goods should cross-reference that earlier message to confirm which HTS subheadings now carry Section 232 duties and at what rates, and then verify that their entry summaries reflect the correct additional duty.

Pork assessment rate corrections

HSU 2625 corrects assessment reduction rates for live porcine animals and pork products that are collected under the Pork Promotion, Research, and Consumer Information Order (the federal pork checkoff program). Importers of live swine or pork products who have been filing under the prior rates should review recent entries. If the corrected rates are lower, a protest or post-summary correction may be warranted to recover any over-collection. If the corrected rates are higher, ensure that upcoming entries use the revised figures to avoid underpayment.

CPSC PGA HTS flagging updates

The update also modifies PGA HTS flags for the Consumer Product Safety Commission. These flags determine whether ACE automatically generates a CPSC data-filing requirement at entry. Filers whose goods fall on newly flagged HTS lines will need to submit CPSC admissibility data going forward. Conversely, if a line was deflagged, a CPSC message set that was previously required may no longer be needed. Confirm with your ACE software provider that the updated PGA flags are active in your system.
