CBP issued two operational alerts on October 15, 2026. The first confirms a planned ACE Production invasive maintenance window spanning the overnight hours of October 17 into October 18, 2026. The second flags an ongoing, unplanned disruption to outbound notifications across Air, Ocean, and Rail Manifest, and In-Bond filings. Both issues can affect time-sensitive entry and cargo-release workflows.

What changed

Two separate CBP system events are in play simultaneously. One is a scheduled, standard invasive maintenance window in ACE Production. The other is an unplanned service degradation affecting outbound notification messages that carriers, brokers, and importers rely on to confirm manifest and In-Bond processing status. Neither event was triggered by a tariff or regulatory change; both are operational in nature and affect ACE-connected workflows directly.

ACE maintenance window: scope and timing

According to CSMS #70196302, CBP will conduct a standard invasive maintenance window in the ACE Production environment beginning at 10:00 p.m. ET on Saturday, October 17, 2026, and ending at 4:00 a.m. ET on Sunday, October 18, 2026. A "standard invasive" window means ACE Production services, including entry filing, response messages, and cargo-release functions, may be fully or partially unavailable during the six-hour period. CBP uses this classification to distinguish windows where system interruption is expected from non-invasive windows where impact is typically minimal.

Filers who have transactions that must post or receive responses during this window should submit them before 10:00 p.m. ET on October 17 or plan to file after 4:00 a.m. ET on October 18.

Outbound notification delays: what is affected

Separately, CSMS #70208464 confirms that CBP is aware of ongoing delays in outbound notifications for Air Manifest, Ocean Manifest, Rail Manifest, and In-Bond transactions. Outbound notifications are the system-generated messages sent back to trade participants confirming acceptance, rejection, or processing of manifest and In-Bond filings. Delays in these messages can create uncertainty about cargo-release status, bond liability timing, and compliance with In-Bond movement deadlines.

CBP has stated it is investigating the cause and will issue a follow-up CSMS message once the matter is resolved. No estimated resolution time was provided in the bulletin as of October 15, 2026.
