CBP released two compliance-relevant notices on October 21, 2026: a new absolute quota bulletin governing 2027 Fine Denier Polyester Staple Fiber TIB entries, and an invitation to a October 28 webinar on the agency's updated UFLPA enforcement data tool. Both items carry near-term deadlines or planning implications for importers and customs brokers. The links in this article go to the primary documents: the CBP quota bulletin and the CSMS notices themselves. Read the source.

What changed: two CBP actions on October 21, 2026

On October 21, 2026, CBP's Cargo Systems Messaging Service (CSMS) published two separate notices. The first, CSMS #70253915, announced the publication of Quota Bulletin 26-412, which sets the 2027 absolute quota for Fine Denier Polyester Staple Fiber entered under Temporary Importation Under Bond. The second, CSMS #70251118, announced a public webinar on the agency's UFLPA Enforcement Statistics Dashboard, scheduled for October 28, 2026.

2027 Fine Denier PSF TIB absolute quota: what importers need to know

Quota Bulletin 26-412 covers Fine Denier Polyester Staple Fiber imported under the TIB procedure. TIB entries allow merchandise to enter the United States duty-free on condition that it will be re-exported or destroyed within a specified period. However, when CBP designates a commodity subject to an absolute quota under TIB, the total quantity that may enter under that provision is capped for the quota period. Quantities above the cap cannot be entered under TIB, regardless of when they arrive, once the quota is filled.

Importers and brokers handling Fine Denier PSF should pull the full bulletin from cbp.gov to confirm the precise quantity limit, unit of measure, applicable HTS subheadings, and the opening date of the 2027 quota period. Filing strategies, including the timing of entries relative to quota fill rates, should be reviewed before the period opens.

UFLPA Enforcement Statistics Dashboard webinar: what to expect

CBP's Office of Trade Relations, Forced Labor Division, will demonstrate the updated UFLPA Enforcement Statistics Dashboard on October 28, 2026, at 1:00 p.m. ET. The dashboard aggregates agency enforcement data and allows trade stakeholders to research detention rates, commodity categories, and admissibility outcomes related to the Uyghur Forced Labor Prevention Act.

For compliance managers and customs brokers whose clients source from the Xinjiang Uyghur Autonomous Region or through supply chains that touch that region, the dashboard is a practical tool for assessing enforcement intensity by commodity and country. The webinar format means attendees can ask questions directly of the Forced Labor Division. Registration details are in CSMS #70251118.
