CBP has updated the ACE CATAIR Error Dictionary to version 52, introducing fatal error F883, which prevents filers from submitting a Post Summary Correction on a Foreign Trade Zone entry type 06 if any IEEPA HTS number on that entry is modified. The block is a hard validation, meaning the system will reject the PSC outright. Filers managing FTZ admissions and withdrawals that carry IEEPA tariff liability need to review their correction workflows immediately.

What changed in the ACE CATAIR Error Dictionary

On August 24, 2026, CBP published CSMS #69635410, announcing that ACE CATAIR Error Dictionary V52 had been posted to CBP.gov under Supporting Documents, Documentation for Entry Summary Chapters. The sole substantive change is the addition of error code F883 with the message text: PSC NOT ALLOWED TO MODIFY IEEPA HTS.

Error codes in the CATAIR Error Dictionary are the definitive reference for ACE system validations. A code prefixed with "F" is a fatal error, meaning ACE rejects the transaction entirely rather than flagging it as a warning.

What Error F883 means in practice

A Post Summary Correction is the mechanism brokers and importers use to correct entry summary data after acceptance but before liquidation. Under the new validation, if a PSC on an FTZ entry type 06 changes an HTS number that is subject to International Emergency Economic Powers Act duties in any way, including a reclassification, an addition, or a deletion of that HTS line, ACE will reject the entire PSC with error F883.

The error does not distinguish between corrections that increase or decrease IEEPA duty liability. Any modification to an IEEPA HTS on an FTZ-06 entry triggers the rejection.

Affected entry types and IEEPA HTS coverage

The restriction applies specifically to entry type 06, which is the FTZ consumption entry used when merchandise is withdrawn from a foreign trade zone for entry into U.S. commerce. Other entry types are not referenced in CSMS #69635410.

IEEPA HTS numbers are those added to the Harmonized Tariff Schedule to implement duties imposed under the International Emergency Economic Powers Act. Filers should consult the current Harmonized Tariff Schedule and their internal IEEPA classification mappings to identify which lines on their FTZ-06 entries are in scope.
