Three CBP system and quota updates effective in September 2026 require immediate attention from copper importers, beef TRQ filers, and any party who recently received an ACH payment error. What changed in ACE for copper entries

CBP's CSMS 69711865 announces that, effective Monday, September 14, 2026, ACE will escalate an existing validation from a warning to a fatal error for copper entry summaries. Any summary missing the required primary country of smelt or country of cast will be rejected outright. Before September 14, filers may have seen this flag as a non-fatal warning; after that date the entry summary will not be accepted until the missing data is corrected.

F794 error: affected products and filing requirements

When the required data is absent, ACE returns the message: F794 ADDTNL DEC TYPE RQRD FOR ARTICLE. The specific technical requirement is submission of the 54 record type 12 for copper. The scope covers imports of certain copper articles from all countries of origin except the United States. Brokers and self-filers working copper shipments need to confirm that their entry preparation software or EDI mapping populates the smelt and cast country fields before transmitting summaries on or after September 14.

Beef TRQ: Quota Bulletin 26-230 Tranche 1

CBP's CSMS 69709869 announces the publication of Quota Bulletin 26-230, which opens Tranche 1 of the "Further Ensuring Affordable Beef for the American Consumer" tariff-rate quota. The commodity is beef as classified under HTSUS Chapter 2 subheadings covered by Additional United States Note 3, as addressed in the corresponding Presidential Proclamation and its annex. Importers of beef who qualify under this TRQ should review the full quota bulletin on CBP's quota webpage to confirm the applicable subheadings, tranche volume, and any first-come, first-served or proration mechanics that apply.

ACH Payment Authorization error ASF A44 resolved

Per CSMS 69710138, CBP has resolved the ACE system issue that was generating error ASF A44 on ACH Payment Authorizations. Any authorizations that failed during the affected window should be resubmitted. No further action is needed beyond resubmission; the underlying system error is no longer active.
